The new object is located at R.A. = 23h13m59s.72, Decl. = +24d53'38".9 (equinox 2000.0), which is 25".6 east and 4".1 south of the center of the galaxy UGC 12432. The variable was designated PSN J23135972+2453389 when it was posted at the Central Bureau's TOCP webpage and is here designated SN 2013hp based on the spectroscopic confirmation reported below. J.-J. Zhang, Yunnan Astronimical Observatory (YNAO); and X.-F. Wang, Tsinghua University, report on an optical spectrogram (range 350-895 nm) of PSN J23135972+2453389 = SN 2013hp that was obtained on Dec. 18.48 UT with the 2.4-m telescope (+ YFOSC) at the LiJiang Gaomeigu Station of YNAO. The spectrum is consistent with a type-Ia supernova a few days before maximum light. Cross-correlation with a library of supernova spectra using the "Supernova Identification" code (SNID; Blondin and Tonry 2007, Ap.J. 666, 1024) shows that the spectrum of 2013hp matches with that of SN 2002er at -5 days. Adopting for the host galaxy (UGC 12432) a recession velocity of 8383 km/s (Springob et al. 2005, Ap.J. Suppl. 160, 149), they measure a velocity of the Si II 635.5-nm absorption feature to be about 11800 km/s.
